Mr/Ms Penfeld, you are a very smart person. Yes, I did misspell Vickrey. Sadly the piece still won't come up. A general Google search was no help either.

I'd like to give Vickrey a go in one of my leagues, and was hoping for Ron's piece to use as a base for discussion with leaguemates.

At the risk of appearing patronising, were you searching for "Vickrey" or "Vickery"?

The former brings up six Ron articles, the oldest dating back to 2012, yet none of them could be the one you are looking for!

Pretty sure it pre-dates the 2011 site upgrade. Best bet might be an old Forecaster.
