Go to Settings -> Safari and look for something like Clear History, Clear Cookies, Clear Cache and do that.

Safari on iPhone mostly. I seem to remember it on my Win7 IE8 machine at home.

Haven't seen this behavior. What browser? Certainly sounds like a caching issue.

Something odd I've noticed: when browsing through the sub-forums, when I use the back button after reading a couple of threads the forums revert to their Dec. 7 status. The same thing happens sometimes on the front page after reading an article. In both cases refreshing the page clears it out, it's just weird.
