Am I missing something? How do I create teams in my league?

You don't, at least not in the Custom Draft Guide. You can create keepers and their salaries in the Custom Draft Guide, but that won't need to know who's on what team. For tracking teams and rosters, we'll have the new League Sync tool ready for opening day.
