"New" PQS thresholds

I can't remember the changes you made in the PQS ratings, and the definition on the Education page is from the 2008 Forecaster.

I was looking at a pitcher's Game Log, and saw the PQS scores, but when I looked at his line, figuring the PQS in my head, it seems his scores should be better than the listed scores.

Even under a new system, I can't imagine that 6 IP 3 H 7 K 1 BB 1 HR is only a PQS 3. In the past it was a PQS 5. Please remind me of the changes in PQS.
