Keeper Help

I have one more keeper slot open on my roster. I need to choose between Matt Kemp ($20), Aroldis Chapman ($7) or Matt Harvey ($6).

I forgot to add league details:

5x5 Roto, 12 teams (shallow league), $260 budget, and a standard 23 player roster (except 1xC and 2xU).
