Rebuilding a Deep Keeper Team

Is there any material I could be pointed to that discusses approaches for rebuilding a franchise? This league I just joined is 18-deep with 10 keepers and minor leagues. I wouldn't expect to contend this year, but I will try my best. I also don't want to be one of these owners who just loads up on unproven lottery tickets and repeatedly stays in the basement. I'd like to be competitive quickly and soundly build a great team over the next two seasons.
