Yes. Mostly because it's supposed to be a quick-and-easy calculation that you can do yourself by eyeballing a boxscore, and filtering for IBB would go against that.

Also, in most cases, an IBB is the result of having just giving up an extra-base hit, so it serves him right. (Unless of course it's a reliever who comes in and has to walk a guy, but then he wouldn't be in the PQS lists.)
