Pitcher-to-pitcher, I'd definitely favor BPV (and some of its individual components, like Dom). RAR provides some help when comparing pitchers to hitters.
A lot depends on your format, too. RAR in general is more useful in sim formats than Roto formats.

Also, RAR is driven by playing time, so it provides a better comparison between starters and relievers, for instance... however, it is only as good as the playing time projection.
