Projections Question

Looking at the Projections for Shawn Markum HQ has him at 11 Wins and ERA of 4.24. The comments are
" Joined rotation in May, had a terrific run (56% PQS-Dom) before wearing down in late August. Low BF/G means he'll have to show more durability, but the potential is there... UP: 16 wins, 3.75 ERA".

Is the 11 wins and 5.24 and update from the original comment of 16 wins and 3.75?

There's the projection, which is what we think is likely, and there's the potential upside.
