RAR to estimate Wins

There was once a segment or article that described a method of using rar to predict wins in scoresheet leagues. Any idea where I can find that article or does anyone know the formula?

It was in the Baseball Forecaster.

Total the RAR levels for all the players on a team, divide by 10 and add to 53 wins.
