Are Home/Away splits factored into pitcher ratings? (Povich-specific question)

Hi there--I picked up Cade Povich for a stream start on the basis of his nice 1.1 rating v. LAA on Sunday, 6/14...and today I happened to see him written up in the piece on home/away splits, with the article basically saying "you don't want any part of him pitching at home in Camden Yards." Well, Sunday's start *is* a home start...so I'm wondering if the 1.1 rating takes the fact that he's pitching at home into account and nevertheless rates it as a strong start due to other, countervailing factors...or if the SP tool is unaware that it's a home start (and, if that were to be factored in, would produce a much less bullish rating.
